Pollutant discharge trade is an effective method of implementing total quantity control under the market economy.The paper introduces the origin and characteristics of the pollutant discharge trade,and puts forward the pollutant discharge trade method conforms to the situation in our country and some thoughts about implementing pollutant discharge trade in Fuzhou city.
