陕西省纺织工业现状剖析及发展对策

The actuality analysis and development advices for Shaanxi province

研究表明,陕西纺织存在着企业亏损严重,资产负债率过高,融资困难,负担沉重等问题.产生的原因在于产业结构不合理,缺乏活力,人才流失严重,观念落后,创新意识不强,产权改革力度不大等.基于陕西纺织工业的现状及存在的问题,认为应采取以下措施来巩固和确保纺织工业作为陕西支柱产业的地位:(1)进行观念创新,营造有利于发展的市场竞争文化氛围和投资环境;(2)推行制度创新,大力发展非公有经济;(3)调整行业结构,优化产品结构;(4)确立合理区域结构;(5)实施企业信息化建设;(6)培养、吸纳、用好各种人才;(7)注重战略研究,建立专业市场,加强产学研结合.

Through researching some probems that were found in Shaanxi textile industry,the results of these problems lie in serious loss,high liability ratio,difficult financing,heavy burden etc.Such problems lie in the unreasonable industry conception,the weak innovative consciousness,the little degree of property right reform etc.On the basis of the ectuality and existent problems, such actions should be adopted as follows:(1) taking conception innovation,building cultural atmosphere and investment environment;(2) pushing system innovation,vigorously developing nonpublic economy;(3) adjusting industry structure,optimizing product structure;(4) establishing reasonable area structure;(5) actualizing the construction of information;(6) cultivating,absorbign,sufficiently using all kinds of talents;(7) emphasizing strategic researches,establishing special market,strengthening the combination of industry,study and researches.
