在全球市场化的背景下 ,许多发展中国家政府的目标、角色、组成、规范等方面都已作了相应调整。这些调整虽然适应了市场的需求 ,加快了发展 ,但由于这些变化而产生的边际效应给政府职能带来了新的挑战与矛盾。本文拟就对上述问题予以阐述 ,旨在吸收与借鉴其他发展中国家的经验与教训 ,探索一条适合我国的现代化发展之路。

In the condition of economic globalization, governments of many developing countries have adjusted their goal, role, form and regulation to meet the development of market, which has quickened the development. But some marginal utility has brought new challenge to the functions of government. The paper tries to absorb and learn some experiences and lessons from other countries to probe a rout for China's development.
