补充储备耕地的途径与对策初探

CHANNELS OF REPLENISHMENT OF RESERVED ARABLE LAND AND PRELIMINARY DISCUSSION ON ITS COUNTERMEASURE

落实耕地占补平衡的主要措施 ,就是建立补充耕地储备制度。本文从耕地占补平衡法定义务的主体切入 ,分析建立补充耕地储备制度的重要作用 ,探讨了有关对策措施 ,和在实践中取得的较好成效。

To establish the reserve system to replenish arable land,is the major measure to implement balance of occupation and compensation of land. Beginning with discussion on the main part related to the legal duty the balance of occupation and compensation of land,this paper analyses the important role that establishes the reserve system to replenish arable land.The relevant countermeasures are also depicted, which have got better effect in practice.
