建设小康社会与居住水平提高问题

On Development of a Well-off Society and Improvement of Housing

目前我国住房水平还不算高,尚未达到党的十六人提出的“更高水平的小康社会”的要求。居住水平的数量增长和质量提高的计算口径全国各地应该统一。为了保证从“居住者有其屋”到“居者优其屋”的过渡,实现全面小康水平的目标,就要从完善住房保障体系,以及住房保障体系的资金筹措等方面作更深的研究,以求找到更好的新办法。

The housing condition in China is not so good to meet the demands of 'building a well-off society of higher level' made in the 16th Congress of CPC. A uniform measurement system should be applied to indicate the quantitative and qualitative improvement of housing level across the country. To secure the transit from 'inhabitants having their own housing' to 'inhabitants having better housing' and fulfill the target of building a thoroughly well-off society, we should make further study on perfection of the housing ensure system and fund raise for the system and try to seek better solutions.
