摘要
在当代行政活动中 ,行政效能的高低在很大程度上取决于行政体系与外界环境之间、行政体系内部各部分、层级、人员之间相互沟通的状况。这种相互沟通就是行政沟通。行政沟通有正式沟通和非正式沟通之分。本文对非正式沟通的定义、利弊、生存机制进行了初步的探讨 ,并就其控制问题提出了一些粗略的看法。
In the modern activities of administration,the administrative efficiency,to a large extent,depends on the situation of intercourse between the administrative system and external surroundings,among various parts in the administrative system,amnog different levels of administration and among the administrative staffs.This mutual intercourse is an administrative intercourse,which can be divided into formal intercourse and informal intercourse.This article gives an elementary discussion about the concept,the advantages and disadvantages,the existing system of informal intercourse and puts forward some sketchy points about its controling.
