围绕专利权这一核心问题 ,从优化管理模式、强化保护力度、简化审理程序三个方面论述我国专利法第二次修正案修改的主要内容及其意义。强调修正案使我国的专利制度更为完善 ,更为现代化 ,特别与当今最有影响的知识产权国际条约—WTO的 Trips协议更为协调一致 ,将成为我国专利制度发展史上一个重要里程碑。

Focusing on patent right,it describes the main contents and the significance of second amendment of China’s patent law from following 3 aspects:optimizing management mode,strengthening protection and simplifying review procedure. It emphasizes that this amendment makes China’s patent system be more perfect and modernization,especially,more harmoniousness with the most influential International Treaty of Property Right——WTO Trips,and will become an important millstone in the development history of China’s patent system.
