摘要
本文较系统的论述了在保证水库安全渡汛中,采用汛期限制水位的作用,和由此带来的问题,以及改变汛期限制水位所必须的条件,笔者提出将我国水库设计和运行管理中规定的(固定)汛期限制水位,改变为“活”的汛限水位,供研究讨论.本文以褒河石门水库为例,论述将固定汛限水位改变为“活”的汛限水位,所具备的条件、必要性和为石门水电站带来的效益.
The role of restricted water level adopted for dam safety during flood season and the problems resulted from that, as well as the required conditions for changing the resstricted water level into variable ones during flood season are systematically discussed in this article. An suggestion of the author for changing the. constant restricted water level stipulated in Chinese reservoir design and operting management into 'variable' restricted water level is submitted in this article for further study and discussion. using a living example, the Shimen Reservioir on the Baohe River, the author describes the existing conditions and the necessity of changing the constant restricted water level during flood season into variable ones, as well as the economic benefits of the Shimen Hydroelectric Power Station resulted from the above-mentioned changing of restricted water level during flood season.
