为了圆满完成东北黑土区水土流失综合防治试点工程建设 ,要加强组织领导 ,做好规划设计等前期工作 ,积极推行项目法人负责制、招投标制、监理制及合同制 ,加强质量监督和监测工作 ,积极采用新技术 ,加强政策研究 ,搞好宣传 ,动员社会各界关爱黑土地并投资保护、开发黑土地。
