临沂市世行贷款结核病控制项目社会与经济效益的评价

SOCIAL AND ECONOMIC BENEFIT OF TUBERCULOSIS - CONTROL PROJECT SUPPORTED BY WORLD BANK LOANS

目的 分析10年世界银行贷款结核病控制项目实施的成本-效益。方法 通过对1992～2001年世界银行贷款额度、地方配套经费使用与病人发现、治疗情况进行分析。结果 10年项目实施期间,共利用世行贷款551.87万元人民币,地方配套经费775.74万元,治愈涂阳肺结核病人21440例,平均每例病人治疗费用619元。结论 临沂市10年世界银行贷款结核病控制项目,取得了显著成效,使24～36万健康人群免受结核菌感染,减少发病1.2～1.8万人,为病人节约治疗费用累计约4000万元,治愈病人创造经济效益达6亿元,为目前实施的卫生项目中成本-效益最好的疾病控制项目。

Objective To analyze the cost - benefit of the tuberculosis- control project supported by the World Bank loans in the past ten years. Methods The amount of loans, the corresponding local funds and the detection and treatment of patients were analyzed here. Results 21 440 cases of pulmonary tuberculosis were cured by use of the World Bank loans of RMB 5 518 700 yuan and the local corresponding funds of 7 757 400 yuan in the past ten years. The average cost was RMB 619 yuan. Conclusion Good preventive and curative effects were got in the implementation of the tuberculosis - control project supported by the World Bank loans in the past ten years. 240 000 - 360 000 people are made free from tuberculosis, and 12 000- 18 000 people avoid suffering from it. About RMB forty million yuan was saved and the economic benefits amount to RMB six hundred million yuan. It proves to have produced the best cost - benefit in all disease- control projects in the health field.
