In this paper,the achievements in the field of metrology and instrumentation in the 20th century are reviewed. As the development of the science and technology,the measurement accuracy will be higher and higher into the order of picometer,so the necessity and possibility of research and development of the picometer measurement technique and instruments in the 21st century are proposed.
