摘要
转变观念是西部大开发的先决条件。要有效实施西部大开发战略 ,在观念上必须着重解决如下问题 :宏观层次上 ,必须确立起大局观念 ;微观层次上 ,要彻底解放思想 。
The article put forward the idea that changing the concept is the precondition of western development.From the point of macroscopic, the concept of overall situation must be built wp. From the print of microsmic, the prorinces and every districts of western part should entirely emancipate the mind and change the concept, So that they could accomplish something. At the same time, the article also raised specific measures.
