我国产业结构演进受制度因素影响 ,形成了失衡状态与低级状态的并存 ,两者相互作用使调整的难度加大。解决这一问题的关键是培育产业结构形成机制 ,通过制定和实施全面的产业政策 ,改善产业结构的低级状态 。
