本文简要介绍了谁比率模型的基本原理以及网络效益评估的基本理论，并且根据网络效益评估的具体特点，将锥比率模型应用在网络效益评估中得到了满意的评价结果．

C2WH models are a kind of method of Data Envelopment Analysis (DEA). This paper introduces the theory of C2WH models in brief. According to the evaluation of net-station, C2WH models are applied in evaluating efficiency of the net-station. The calculating results are analyzed and evaluated synthetically.
