摘要
高等院校机构改革是高等教育体制改革的重要内容 ,是我国体制改革的重要组成部分。当前高等院校存在的最突出的问题是非教学科研机构的膨胀和大量富余人员的存在。这种状况严重制约了高等教育事业的发展 ,影响了“科教兴国”战略的实施。非教学科研机构的膨胀在思想上是官本位观念的影响 ,与高等院校工资制度、分配方式和原来的计划经济体制也有密切关系。要消除机构膨胀现象 ,除提倡价值多元化理念外 ,还必须精简和调整高等院校非教学科研机构 ,建立起高效、精干、务实、廉洁的高校行政管理体制与后勤保障体制 。
The structrural reform of colleges and universities is the main part of the higher education system reform and one of the fundamental elements of the system reform of state. One of the prominent probloms in colleges and universities is the bloating of the non teaching and non researching departments and the existence of a large number of surplus staff. Under the situation, the development of colleges and universities has been greatly restricted and the implementation of “the strategies for revitalizing the nation through science and education” has also been badly influenced. The bloating of the non teaching and non researching departments is influenced by the bureaucrat oriented ideas, which is also closely related to the payment system, manner of allotment and the former planned economic system. To eliminate the bloating of the organizations depends on not only advocating the multi culturalized concept of value, but adjusting the setup of the non teaching and non researching departments, establishing efficient, simple, serving, honest and clean school support services system, well organizing the surplus staff.
