“入世’一年来,中国石油石化行业发生的重大变化概括表现为:中国加入WTO时有关石油石化行业的承诺开始兑现;政府监管进一步得到强化、完善和规范;外国产品和资本进入中国市场的步伐明显加快,国内市场竞争日趋激烈;国有石油石化企业改革进一步深化,思想观念显著转变;国内三大石油石化公司积极采取各种措施应对WTO。中国加入WTO把中国石油石化行业带入了一个全方位、多层次、宽领域的开放、竞争、发展的新阶段,但同时还应清醒地看到:整个行业体制机制的改革还跟不上形势发展的需要;政府的经济调节和市场监管还需进一步完善和加强;企业中长期的战略调整还跟不上新的变化,核心业务和核心技木的培育还做得不够,整体竞争力不强的状况尚未得到根本改善;重复投资、缺乏全局观念、地方保护主义的表现依然存在;国内石油石化市场的建设还跟不上“入世”后过渡期市场开放进程的需要;人才流失现象有加剧之势。展望未来,任重道远。我们应再接再厉,抓住机遇,战胜新挑战,为使我国石油石化行业在新世纪取得更大的发展而奋斗。
Great changes have taken place in China's oil and petrochemical industry since the country entered the World Trade Organization. Those changes can be summarized as fulfillment of the promises China made for oil and petrochemical businesses upon WTO entry, further efforts to strengthen and standardize government supervision and management, quicker entry of foreign products and capital into China's market to intensify market competition at home, further restructuring of state-owned oil and petrochemical enterprises, and the measures taken by China's three oil and petrochemical giants to meet the WTO challenge. With the country's WTO membership, China's oil and petrochemical sector is entering a new stage of deregulation, competition and development. However, it should be pointed out that the industrial system has not undergone sufficient development while long-term and medium-term corporate strategic adjustments remain inadequate. It is necessary to further perfect and strengthen government supervision, to develop core businesses and technology, boost competitiveness and avoid redundant investment. Local protectionism still remains, while the domestic oil and petrochemical market is not in line with market deregulation following China's WTO entry. Looking to the future, we should make efforts to get greater progress in China's oil and petrochemical industry.
