关于我国中长期科技规划战略研究的若干看法

Science&Technology and Development:Advices on the Long-term Layout of National Science&Technology

作者认为未来20年是我国科技发展的一个"黄金时期",规划的指导方针可以概括为:"以人为本,强化创新,全面开放,跨越发展"。我国2020年的发展目标体系是"增长、强国、富民、国家安全、提高国际竞争力、可持续发展"。在此基础上制定了定性分析与定量指标相结合的科技发展目标体系,并提出了用50年时间将我国建成世界上最大的知识型社会的长期战略性设想。

The following20years will be the'golden time 'for the development of science&technology in Chi-na.The author brought the guideline of layout as'human-based,creativity,open-up and spanning development '.The objectives system of development for China in2020is'growth,power,prosperity,national safety,competitive-ness and sustainable development '.Based on this,this thesis sets up the objectives system of development on science&technology,which is combined with qualitative analysis and quantitative index.In the end,the author puts forward the long-term strategy that to build China as the biggest knowledge-driven society in50years.
