摘要
开标评标是工程项目招投标的中心环节,许多评价因素易于定性分析而难于定量分析。本文根据评标中的主要评价因素,建立起量化评价指标体系,以各量化指标为变量,根据评标实践设定约束条件,通过层次分析法确定变量系数,构建出以招标单位相对受益最大化为目标函数的线性规划评标优化决策模型,并通过计算机程序实现求解该模型。
Bidding assessment is the core stage of bidding for engineering project,in which many factors are easy to be analyzed qualitatively but difficult to be quantitatively.Based on major evaluation factors,we set up assessment system of quantitative indexes.Then by choosing these quantitative indexes as variables,we construct constraints on the basis of bidding practice;get the coefficients of variables by AHP.Finally,we formulate the whole linear programming model of bidding assessment in the principle of maximized comparative profits for bidders.In the end,we provide the solution to the model by computer program and give comments on the model.
