西部大开发可以分为准备、起飞、成熟三个阶段。本文试图探讨西部地区在缺乏资本投入和资本积累的情况下,公债在每个开发阶段起到了哪些积极的拉动作用;为了使公债发挥这些作用,应该提出哪些政策建议。

The great exploitation in western China can be divided into three stages:preparative stage,taking off stage and mature stage.The paper researches the positive role the government bonds play in promoting the economy in each stage when there is a lack of capital input and capital accumulation in western region.In addition,the paper proposes several policies to let the government bonds best play their roles.
