矿产资源安全评价指标体系研究

Indicators of Assessment for Mineral Resource Security

本文在立足国内、资源国际化,积极参与国际市场竞争的我国资源战略框架下,综合考虑资源、政治、经济等方面,分析影响我国矿产资源安全的国内、国际因素,构建了矿产资源安全评价指标体系。资源国际化下的资源安全既受本国资源存量、消费需求、利用效率及替代率等的影响,又受国际政治关系、资源市场、企业竞争力等的影响。

This paper,based on China's resource strategy,the national and international affecting factors,as well as the factors of resources,politics and economics,constructs the indicators of assessment for mineral resource security.In fact,many national and international factors affect the resource security when the international resources is used,such national factors as quantity of reserves,consumption,efficiency of using and substituting mineral resources;such international factors as politics,market,and competitive abilities,etc.
