Setting up a solid base in reading and mastering reading skills are two important aspects for college students to improve their reading comprehension.The two aspects are interrelated and each cannot function without the other.From the dialectical relations between the two aspects, the author answers how to set up a good reading base and how to master reading skills .It is feasible in teaching practice.
