摘要
普及贫困地区女童初等教育是我国为实现,1990年在泰国宗滴恩世界全民大会上承诺的三大教育平等战略目标的难点,也是亟待解决的难题。从国际公约的要求看,我国贫困地区女童初等教育巩固率仍然很低,而影响我国贫困地区女童初等教育巩固率的原因很复杂,其中教育内部的原因有:缺乏学前有效准备;教学内容脱离当地生产、生活实际;缺少合格师资,教师专业水平参差不齐,教学中存在的问题较多;办学条件差,影响教育质量;小学学校分布不尽合理等,这将是今后我国政府面对的难题及必须解决的重要问题之一。
Popularizing girls' primary education in the poverty-stricken areas county to realizing the three education equality strategic objectives that we have promised at World Conference on the Whole People at Thailand, 1990,also it is a difficult problem that is urgently waiting to be solved. Proceeding from the request of the international convention, we find that the current situation of girls' primary education is: the considering rate is low. The reasons, which influence girls' primary educational development are varies and complicated. Among them, we analysis the internal reasons within education: (1) Scarce effectively preschool prepare;(2) The contents of courses break away from locality production and the girls' reality lives;(3) Lacking qualified teachers;(4) The condition for running a school is bad, which influences the educational quality;(5) The primary school layout is not rationally. Based on the reasons, proposing counter measure and suggestion to develop the consolidating rate at last:(1) Set up preschool actively;(2) Strengthen teachers' training; (3) Transform the course content to the meet the actual need of local produce, the girls' lives;(4) Improve the internal condition for running a school, pay attention to optimizing the internal environment inside the school and education ;(5) Adopt the flexible educational or teaching form.
