Peter H.L. Changs idea of educational economics was based on his idea of patriotism. In order to accomplish the aim of 'realizing nations modernization', he did his best to develop education in the Northeast China especially the higher education. Analyzing Changs practice in developing the education in Northeast China, how he stepped up the effort to initiate various schools especially the Northeastern University, adjusted subjects to major in for training professionals, laid stress on funding educational institutions and highlighted that education must serve local economic development are all discussed to find out what Chang thought about educational economics. His foresight and significant idea of educational economics are evident when comparing what he thought and did with modern educational economics.
