经济欠发达地区的基础教育与后发优势

Elementary Education and Later Superiority in Economically Underdeveloped Regions

我国地区间的差距根源 ,在于基础教育差距带来的人力资源和人们观念意识的差距 ,正是这种差距使欠发达地区后发优势的可能性难以转变为现实。本文着重从国际和区际间的比较 ,说明教育 ,尤其是基础教育对经济起飞的助推作用。不重视基础教育 ,仅限于经济领域的赶超是一种短期行为 ,它会进一步导致地区经济发展的落后。

The causation of the regional gap in China lays in the gap of human resources and ideology that result from the underdevelopment in elementary education. This gap makes it hard for the underdeveloped areas to turn the possibility of their later superiority into reality. This essay studies the function of education, especially the elementary education in accelerating the economy by making an international and inter-regional comparison. It would further lead to a backwardness in regional economical development by a short-term behavior that a catching-up-and-surpassing is only limited to economy than giving priority to elementary education.
