高等教育在进入大众化阶段后,应建立合理有效的高等教育成本分担与经费筹措机制,以解决办学经费短缺的问题。从政府拨款、收取学费、社会捐资、用人单位出资、学校自筹等方面,进行了分析和探讨。

After the higher education becomes universal, it is necessary to establish the reasonable and effective cost allocation and expenditure collection mechanism of higher education so as to solve the problem of lack of expenditure of running schools. This paper analyses and probes into how to solve expenditure problem from the respects of government allocation, collection of tuition, social donation, support by the employing units and self-collection by schools.
