摘要
本文总结了推行医疗保障制度改革 (医改 )试点过程中加强组织领导、抓好宣传教育、做好前期准备、精心组织计划的经验 ,探讨了全面推广医改工作应注意的问题 :应加大统筹力度 ,明确各级各类统筹标准 ;应改进持卡就医 ,完善功能 ,尽可能一步到位 ;应尽可能增加卫生经费投入 ,使经费保障保持在一个较高的水平 。
The author summarized the main experiences of military medical insurance system innovation such as enforcing organization and direction, strengthening introduction and education, making carefully preparation. Also discussed the key problems in promotion of the innovation such as the function of medical ID card should be improved, the outlay of health service should be increased.
