WTO规则与我国行政许可原则的确立

The regulations of WTO and the establishment of administrative licensing principles in China

目前,有关我国加入WTO的经济贸易法律调整与应对问题,国内学者们已多有论述。而有关我国公共行政领域法律制度的相应协调与变革,则开始成为需要进一步加强研究的课题。行政许可是国家行政管理的重要手段之一,在国内,依法行政的呼声日益高涨,与我国刚加入WTO的国际形势下探索行政许可与WTO的关系以及如何应对WTO来确立行政许可的原则具有极大的现实意义。

Nowadays,the problem about adjustment and coping with the economic trade laws after we entryed into WTO was largely stated by many domestic scholars.Meanwhile,the relevantcoordination and reform of the laws and regulations in public administration area has become another task which needs more in tensive research.Administrative licensing is one of the important administrative means.In home,the raising urge of ruling by law has realistic significance to discuss the relationship between WTO and administrative license and to establish administrative licensing principles accord with the doctrine of WTO.
