Discussion on the outbreaking public health affairs

突发事件对人类生命安全和社会经济发展构成了极大威胁 ,成为全世界关注的焦点。作者对近10多年来发生在公共卫生领域的重大传染病疫情、食物中毒、职业中毒以及自然灾害等严重影响公众健康的突发事件进行了追述 ,介绍了美国公共卫生危机管理体系中有关公共卫生信息、危机预警和应急处理机制 ,对我国公共危机处理的现状进行了分析 ,对疫情控制和《突发公共卫生事件应急条例》的有关问题进行了探讨。

Outbreaking affairs have been the focus of the whole world and bring extreme menace to the safety of human life and the development of social economy. Such affairs like serious epidemic situation of infectious disease, food toxicosis, occupational toxicosis and natural calamity that took place in recent ten years and had a strong impact on public health were discussed in this paper. Information of public health, crisis precaution and mechanism of emergency treatment that involved in American public health crisis management system were also introduced here. We also analyzed the current situation of public crisis dealing in China and discussed the control of epidemic situation and correlative issues of emergency ordinance of outbreaking public health affairs.
