摘要
提出了依靠科技进步,加速脱贫致富的总体思路,阐述了以加大技术创新力度、壮大科技人才队伍、激活信息产业化职能为突破口的创建科技经济一体化发展模式的基本构想、运作机制和实施措施。
This paper puts forward a general idea of relying on sci-tech progress and promoting the progress of alleviating poverty and becoming prosperous, expounds the basic concept, operation mechanism and practicing measures of creating sci-tech and economic integrated development mode taking the grasping technical innovation, strengthening sci-tech talents ranks, activating the function of information industrialization as the sally port.
