转型期我国市场秩序混乱的制度分析

On the Institutional Roots of the Ddisorder of Chinese Markets in the Period of Transition

经济主体在一定制度环境下的市场行为过程和行为结果表现为市场秩序,一定的制度环境决定了人的行为,从而形成了相应的秩序。本文分析了转型期市场秩序混乱的制度原因,指出在财产关系复杂化的背景下,由于制度创新滞后于经济发展的实践,正式制度与非正式制度之间不相容,政府行为中的双重制度约束———政府管理职能与资源配置职能的交叉冲突.使转型期秩序混乱具有必然性。

At the beginning of the paper the author points out that economic objects,behaviors in the market and results of the behaviors under certain institutional circumstance come out to be the market order.An institutional circumstance can determine people,s behavior and therefore an order emerges.Then the author analyses the market order in the period of transition and suggests that on the background of the complexity of property relations,when the innovation of institutions falls behind the practice of developing economy,normal institutions and non-institutions clashes with each other,and main functions of the government-management and resources allocation-conflicts with each other,the disorder of the market in the period of transition is inevitable.
