Probe on Some Theoretical Issues Regarding Management and Control of State-owned Assets

分级代表国家履行出资人职责的改革是国有资产管理体制改革的一个重要进展。它的现实性和可操作性仍在探索之中。提出国有资产实行国家统一、分级所有的改革主张。这一改革既有现代企业理论支撑,又是"真实世界"的客观事实,并使国有资产"人格化"接近或逼近到位。

Leveling the state representitives as the investor marked a great development in the reform of the management system of the state owned assets. While the feasibility and operationality of the reform is still under the exploration,the author of this paper proposes such a point of view that the state owned assets may be owned by different levels of state entities. The author maintains that it is supported by the theory of the firm,and that it is also supported by the real evidences,which makes the state owned assets more “personalized”.
