Understand the Current Situation, Clearly Define the Tasks, and Make Efforts to Create a New Situation of Land Development & Reclamation Work

自1998年国土资源部成立以来,各级国土资源部门认真贯彻落实中央关于土地开发整理工作的方针、政策,在各级政府的领导、相关部门的密切配合和人民群众的广泛参与下,开拓创新,扎实工作,土地开发整理取得显著成效.

Since Ministry of land & Resources was established in 1998, land development & reclamation work have got obvious achievements: the comprehensive grain production capacity having been protected; the ecological environment having been protected and improved ; land use structure having been optimized; social effects having been greatly achieved. Under the new situation to carry out the strategy of sustainable development, land development & reclamation work are of great importance. First, it is an important assurance for grain safety; second, it is an important means to further sustainable utilization of resources; third, it is an effective approach to promote the agriculture economic development; forth, it is an important measure to improve ecological environment. In the period from now on, the major tasks of land development & reclamation work are to establish a perfect planning management system, a standard project management system, an effective investment-and-expenditure mechanism, a powerful S & T support. To create a new situation of land development & reclamation work, we should earnestly enhance the organizational leadership, emphasize overall coordinated development, lay stress on major projects, seriously investigate and research, and further strengthen and improve the building-up of leading cadres.
