西部大开发中文化建设的制约因素及对策分析

The inhibiting factors in the cultural construction in the great exploitation of West China and an analysis of relevant countermeasures

文化建设在西部大开发进程中占有举足轻重的地位 ,但西部地区当前文化建设存在着诸多制约因素 :人才短缺、资金不足、文化教育落后和文化基础设施不发达等。针对这些不利因素 ,笔者认为应该采取如下对策 :制定恰当的人才政策 ,建立西部文化开发基金 ,发展文化教育 ,加强文化基础设施建设 ,因地制宜 ,把文化办成产业 ,借此来加强西部地区文化建设 ,促进社会经济、政治和文化协调发展 ,全面进步。

Cultural construction occupies a pivotal position in the great development of West China. However, there are many inhibiting factors existing in the present construction of culture in the Western areas, such as the lack of talents, the shortage of funds, the backwardness of culture and education, the poorness of basic cultural facilities and so on. To get rid of these unfavorable elements, the countermeasures as follows should be adopted: setting a preferential policy of treating talented people, setting up a fund for exploiting West China culture, developing culture and education, strengthening the construction of basic cultural facilities, taking measures suited to local conditions and turning culture to enterprise, which may strengthen the cultural construction in the West and improve the coordinative development of social economy, politics and culture.
