A Pilot Talk on Negative Crime

不作为犯罪是一种不常见的犯罪表现形式，但具有严重的社会危害性，因此不容忽视。构成不作为犯罪必须同时具备三个条件，即行为人负有特定义务，能够履行而不履行，不履行而产生了危害社会的结果。不作为犯罪也存在因果关系。

Negative crime, though not very common, shouldn' t be ignored for its harmfulness to the society. There are three simultaneous factors to constitute a negative crime: The individual bears a certain duty, he/she failed to do what he could, failure of doing the duty resulted in harmfulness to the society. Causality is present in negative crime.
