公安高校担负着"教书育人、管理育人、服务育人"的三大职能；公安高校学员管理教育工作是"管理育人"的重要组成部分；以"三个代表"为指导，加强学员素质教育是做好"管理育人"工作的核心内容，加强学员管理教育工作者的自身建设是做好学员管理工作的关键，只有树立育人意识和敬业精神，开拓创新，才能做好学员管理教育工作。

Police academies bear the role of 'educating throug h teaching, educating through administration, educating through service'. Student adminis tration and education work is an important part in 'educating through administr ation'. The core of which is guided by the speech of the 'Three Represent's' th eory , stren gthen students' quality education. The key of doing the work of students adminis tration and education well is to strengthen the self-construction of administrat ors, this can't be done well unless we build the consciousness of educating others and being diligent, and bring up new ideas.
