西部大开发，关键是人才，人才靠教育。云南教育落后，民族教育尤甚，其结果必然是文盲多，贫困面广，社会发展、变化缓慢。文盲不是一种纯教育、文化现象，而是多种因素的综合结果，西部大开发，须加快、抓紧、落实少数民族扫盲。

The key of opening up the western regions of China is to train talented persons.The training of talented persons relies on education. The backward situation in Yunnan province,especial- ly its poor national education,have not only caused the greatnumber of illiteracy and poor living con- ditions,but also constrained the development of society. Therefore,illiteracy is not a simple educa- tional or cultural phenomenon,but a comprehensive resultcaused by multiple factors.To opening up the western regions,the mostimportantthing is to speed and carry out the program of eliminating mi- nority nationalities’illiteracy.
