摘要
现代企业人力资源管理理论在西藏国有和国有控股企业中实施 ,是我区企业建立现代企业制度的一项重要改革内容。本文通过阐述西藏企业建立和完善现代企业制度实施步骤 ,针对西藏国有企业现代人力资源动态管理的目标、对象与任务 ,提出企业人力资源动态量化管理模式。着重建立适合企业操作的企业经营者、企业财务主管、企业人事主管、企业关键销售人员及企业中层管理人员的动态量化考评体系 ,充分建立起企业激励与约束机制和人事任用体制 ;并从市场开发、企业法人和企业员工职业生涯设计角度 。
Implementation of the theory of managements of human resources in Tibetan stated—owned and state—controlled enterprises is an important reform to establish modern enterprise system.According to the aims,objects and tasks of the managements of modern human resources in Tibetan state—owned enterprises,the article will put forward to the managent model of human resources by setting forth the steps to establish and perfect modern enterprises system.And it will emphasize on establishing a suitable system of the measuring evaluation for managerial personnel,persons in charge and staff,and a complete sysytem of personnel,encouragement and restraint.Meanwhile,the article will present the prospects of human resources in Tibetan state—owned enterprises by designing various careers for personnel,legal persons and staff who open up markets.
