变革产权制度是搞活西藏国有小企业的根本对策

To Change the Property Right System in Small State Enterprises in Tibet

今年是国企改革的攻坚年 ,党中央提出的用三年左右的时间 ,使大多数国有企业摆脱困境的改革目标已进入关键时刻。在这个大背景下 ,西藏国有企业正面临着一场广泛而深刻的变革 ,西藏国有企业只有加快建立现代企业步伐 ,加大产权制度的改革力度 ,才能进一步搞活 ,才能在新一轮经济竞争中成为市场主体。本文通过对西藏国有小企业面临困难的分析 ,提出变革产权制度应解决的问题 ,以及解决问题的措施 ,这是我区企业走向发展的关键 ,是摆脱困境的根本对策。

This year is the critical time for state enterprises to reform.the Party Central Committee requires most state enterprises to extricate themselves from a predicament within about three years.Only depended on acceleration and deepening the reform of the property righe system and building the modern enterprises system,the state enterprises can boost economy,enliven markets,and be the main body of markets in economic competition.Based on the analyyses on the difficalties which Tibetan state enterprises are facing with,the article will put forward to some solutions to the problems and difficulties,which is very critical for the enterprises to develope and extricate themselves from a predicament.
