The Development of China's Natural Gas Industry 1n the Early 21st Century

预测了2020年前我国天然气储量、产量、消费量和进口量;提出了建设鄂尔多斯、四川、塔里木、莺琼四个大型和东海、柴达木、准噶尔中南部及吐哈、渤海和环渤海四个中型天然气工业基地的建议;对全国天然气输气干线布局提出了初步设想并讨论了发展战略中的几个问题,强调中部地区的勘探开发;将天然气上中下游及各环节间的关系概括为:资源是基础、管线作纽带,市场定产销、价格是关键;国内是基础、进口作补充,政策作引导、规划走在前。

The paper forecasts gas reserves, gas output, gas consumption and gas exports/imports in China before 2020, and provides suggestions on constructing four large-scale gas industries centered in Erdos, Sichuan Province, Tarim, and Yingqiong, respectively; and four mid-scale regional gas industries in Donghai, Qaidam, southern region of Junggar/Tuha, and Bohai and its surrounding area. An initial proposal on the gas transmission line in China has been put forward, and several developmental issues are discussed with an emphasis on the notion that gas exploration and production should focus on the middle regions of China. The inter-relationship of each segment of the natural gas industry is outlined below, gas resources are the fun- damental basis with pipelines serving as links, gas output and sales are determined by the market, gas supply should be based on domestic production with supplementary supplies provided by imports, and China's gas industry should be guided by government policy and planning.
