It is argued in the Sixteenth Conference of CPC that a great leap in the progressive culture of socialism and a firm insistence on the orientation of progressive culture state a mutual relationship between creation of excellent journals and progressive culture, which points out several problems in excellent journals in the new period and expects that only by the pulse of time and creation of excellent journals will university journals be able to advance with time.
