摘要
农村土地承包责任制的土地制度的安排设计,对解决我国短缺经济,解决我国农民温饱问题功不可没。但是在我国经济由短缺走向相对过剩,农民由追求温饱转向发财致富时,已经完成设计的预期目的,这种制度已经不能满足新形势下农村经济发展的需要,在一定程度上成为农村发展的障碍。为此,对现行农村土地制度障碍的表现进行分析,指出其制度缺陷,并提出了制度变迁的思路是十分必要的。
The present praedial system plays an important role in solving the problem of shortage economy and helping farmers dress warmly and ear their fill.But the system is becoming the obstacle of the development of our country, when the supply is bigger than the demand and farmers pursue are being richer.The paper analyses the shortage of present praedial system and put up the settlement by the way of system transition.
