包头市卫生局深化城镇卫生改革,提高了医疗服务水平,其主要做法:①树立效益和竞争意识,增强了全员的责任感和紧迫感。实施了医务人员聘用制,公开竞选院长,竞聘人才,实行效绩工资制。②以群众的利益为第一标准,实行药品集中投标采购,中标药品平均降价30%,为患者提供低价高质药品服务。③大力实施科教兴医战略,加强重点学科和重点实验室建设,建立科技发展基金,加强高学历人才培养,加强与国内外知名医院与知名专科技术协作,提高了医疗卫生技术水平。④倡导人性化服务理念,推行以病人为中心,开展优质服务医院和“三个十佳”评选活动,积极搭建急救平台,提高了医疗服务质量。
The Health Bureau of Baotou has managed to enhance its medical service level by deepening urban health reform. The methods adopted mainly include: (1)creating the awareness of benefit and competition, reinforcing the entire staff's sense of responsibility and urgency, adopting the system of employment under contract with the medical personnel, implementing open running for the presidency, and putting into effect the system of performance-based salaries; (2)giving the utmost priority to the masses' interests, adopting centralized tender for and purchasing of drugs, with the prices of bid-winning drugs reduced by 30% on average, and thus delivering low-price and ample-stock pharmaceutical service to patients; (3)implementing on a large scale the strategy of rejuvenating medicine through science and technology, strengthening the construction of key disciplines and laboratories, setting up funds for the development of science and technology, enlarging the scope of high academic degree personnel training, enhancing scientific and technological cooperation with well-known hospitals and experts abroad, and bettering medical and health expertise; (4)promoting the concept of humane and patient-oriented service, conducting such activities as the selection of quality service and 'three ten best' hospitals, working hard to set up emergency medical institutions, and improving the quality of medical service.
