This paper analyses on the significance and urgency of developing the library cause of Chinese Academy of Social Science System, puts forward the suggestion of working out the developing programme and general reform policy for Chinese Academy of Social Science System and establishing high-quality talents ranks of library under the guidance of DENG Xiao ping Theory.
