This paper discusses on problems should be taken into consideration by the government, points out that the structural reform of enterprises should be combined with the reorganization, transformation and strengthening of management, the function of expansion under low-cost in assets reorganization shouldn't be over-exaggerated, and the understanding of 'state-owned enterprises' drawing back and people-run enterprises' moving ahead ' should be increased.
