随着国家西部大开发战略的实施 ,以退耕还林还草为中心的生态建设已全面展开 ,它不仅将对治理西部地区生态环境起到积极作用 ,同时也为该地区的畜牧业发展创造了条件 ,因此 ,将退耕还林还草与畜牧业发展相结合 ,实现以草养牧 ,以牧促草的生态机制 ,既有助于增加农业生态系统的稳定性 ,又有助于减轻现有北方草地资源的生产压力 ,促进其尽快恢复和有效保护 ,同时也符合中国农业 ,尤其是西部农业结构调整战略 。
