Unemployment and Out-of-Posts Problems in Guangzhou and Their Solutions

目前,广州市失业保险制度面临的问题主要有:失业保险覆盖面过窄,失业保险资金的承受能力不足,企业负担沉重难以承担下岗人员的生活费用。要切实解决失业下岗人员的生活保障问题,应逐步实行失业与下岗两种体制并轨;构建既能保障失业人员基本生活,又能促进失业人员积极就业的良性的失业保险机制;

At present, problems existing in Guangzhou unemployment insurance system include principally:not many of the jobless are guaranteed by unemployment insurance system; unemployment insurance capital is insufficient; enterprises can not afford the daily necessities of the out of posts due to heavy burdens. To guarantee the daily necessities of both the jobless and the out of posts, the systems on the jobless and on the out of posts should be combined as one. Virtuous unemployment insurance mechanism should be established to guarantee the daily necessities of the jobless as well as to promote the reemployment of the jobless. Part of state owned property should be realized to create the unemployment insurance funds.
