建国前夕，百业待兴。经济建设成为执政党的新问题，党的干部尚不熟悉经济工作，更不会经商。刘少奇通过对天津等地的实地考察，在“公私兼顾，劳资两利”的指导原则下，充分肯定了资本主义经济在迅速恢复国民经济和培养党的经济人才中的重要地位和积极作用，并提出了保护和利用私人资本为建设社会主义服务的主张，至今仍不乏其现实意义。

On the eve of foundation of China, all business needed development. Economic construction become anew problem to our ruling party. The cadres were unfamiliar with the economic work, not to speak of engaging in businessdeals. After on - the - spot inspection in Tianjin and some other cities, Mr Liu Shaoqi affirmed fully the important positionand positive role of private capitalistic economy in the course of rusceming national economy and cultivating the economic tal-ents, guided by the principle of giving consideration to both public and private interests and benefiting both labour and capi-tal. Mr. Liu Shaopi also put forward his proposal to protect and make use of the private capital to serve the socialist con-struction it still has practical significance nowadays.
