农村资金通过金融机构大量外流是农村资金严重缺乏的直接原因。健全农村金融体系是解决农村贷款难的根本出路。要充分认识健全农村金融体系的重要性,努力为农村金融体系有效运转和健康发展营造良好的外部环境。
The outflow of the rural fouds through the financial agency leads to the heavy shortage of the rural founds,the key cause is of the unadequate estimation of agricultural meaning and deficient in the system safeguard.The basic resolution of this problem exists in wholy constructing the rural financil system and in effort for its operating outside environment.
