摘要
为掌握乌鲁木齐市大中型饮食服务行业卫生监督工作的规律和监督重点 ,对我市 2 0 0 1年大中型饮食服务行业的 5 1起食品卫生行政处罚案例进行了分析。私营企业违反《食品卫生法》所占比例最大 (36 5 % ) ,合资企业最好 ,没有一例。所违反的条款主要是生产经营过程不符合卫生要求 ,其次是出售伪劣假冒、无标签食品。在监督执法方面 ,相同案例的自由裁量权的使用存在较大差别。建议加强对食品企业尤其是私营企业的从业人员的《食品卫生法》教育 ,加强卫生执法人员的执法培训 ,提高执法质量。
51 cases of administrative penalties to large and medium-sized restaurant at Wulumuqi city were analyzed to understand the focal point and efficiency of inspection of food hygiene.The privately running \{restaurants\} contravening the legislation on food hygiene was more often.None of the joint ventures failed to comply with the law.The provision violated was mainly failure to conform to the hygienic requirements in food production and handling processes.The secondary was selling adulterate,mingled,or fraudulent foods that had adverse consequences.In inspection and enforcement of law,the adjudication to similar cases of law violation was found to be very different.We suggest that the administration authorities reinforce the training of the staffs in food manufactures and the executives of “food hygiene law”,thus enable the food quality improved and the law implemented justifiably.
