摘要
高官问责制自从 2 0 0 2年 7月 1日在香港特别行政区实施以来 ,引起了各方面的关注 ,它取得了一定的成效 ,也存在不少的问题。本文对香港高官问责制的背景、成效、问题及其成因进行了较为深入的分析 。
The accountability system for senior officials has been a focus issue in public and proved to be effective since it was carried out on 1st, July, 2002. However, there are still some problems in this system that it should be improved in the future. This thesis analyzes the background, effects, and problems of the system of accountability for senior officials. And then, based on the analysis to the causes for these problems, we raise some pertinent measures and suggestions, hoping to benefit the development of the accountability system in the future.
